SECBE rolls out free site waste management plan training for South East’s local authorities

Date: March 23rd 2009

One of Pathway To Zero Waste’s partners is the South East Centre for the Built Environment.

SECBE have developed a programme of free training events to help local authorities understand their powers and fulfil their responsibilities in implementing and enforcing site waste management plans (SWMPs) –a legal requirement since April 2008.

The events are aimed at officers in planning, building control, environment and procurement, as all these local authority departments are affected by the SWMP legislation and have different responsibilities.

Content
Each event runs for a full day (09.30 – 16.00) and covers the following topics:

  • introduction to Site Waste Management Plans: what are they, what are their legal requirements and who is responsible for managing them?
  • how to understand a SWMP and advise contractors on its requirements
  • SWMPs and the Code for Sustainable Homes
  • who is responsible for enforcing SWMPs and what are the barriers to enforcement and compliance?
  • how local authority departments need to work together
  • how to enforce the legislation, including issuing Fixed Penalty Notices.
