REGIONAL DEVELOPMENT AGENCIES WELCOME HASKINS
REVIEW OF RURAL DELIVERY

The English Regional Development Agencies (RDAs) today welcomed the publication
of Lord Haskins' Review of Rural Delivery Arrangements which proposes
greater regional decision-making and delivery in rural affairs.
The Review has called for fundamental changes in the way in which rural
policy is developed, and the way in which it is then delivered in the
regions. It would mean a simplification of the range of agencies currently
involved in rural delivery, allowing local problems to be addressed through
local solutions.
RDAs have shown they can really deliver during the first five years of
operation and the rural agenda is a very important part of every regional
economic strategy. We strongly support the principles of the Review, which
lead to better accountability, better customer focus, simplicity, co-ordination
and value for money.
James Brathwaite, CBE, Chairman of the South East England Development
Agency (SEEDA) said: "There are overwhelming benefits for rural communities
and business in seeking to achieve a better regional focus, improved efficiency
and giving communities a clearer understanding of the support available
to address the needs and priorities of rural areas.
"RDAs have a strong track record in delivery through partnership
working. The joining-up of environmental, social and economic elements
of rural delivery would be better co-ordinated at a regional level, and
would ensure that there is equality of access to work, training and business
advice."
SEEDA's Rural Director, Valerie Carter added: "We are all committed
to providing a clear, customer focused approach to rural delivery, and
we will continue to work with Defra and our partners on the detail of
how proposals for better delivery in our rural areas can be implemented."
