Broadband Infrastructure Survey for the South East of England
October 2008

This research, conducted for SEEDA by Intercai Mondiale, supports SEEDA’s role of strategic leadership of economic development in the region. The data from the survey will form a baseline against which to monitor progress as the deployment of higher-speed broadband services takes place in future years.

The survey is in two parts: a survey of the location of “Points of Presence”, known as PoPs, and a survey of ADSL broadband speeds that consumers should expect their telephone line to provide now.

A PoP houses a connection point in a core telecommunications network where customers of the network operator can connect their own local network. An example of a PoP is a telephone exchange owned by BT. Many other network operators also have PoPs and these have all been included in the survey. Housing and commercial premise developers are the key to the changes needed to ensure that next generation broadband happens and they often need to know where the nearest PoP is to their development. The SEEDA survey will provide this information to assist them.

The broadband speed survey determined the broadband speed that existing copper telephone lines for all postcodes in the South East can provide, by using BT’s web-based speed-checker. Those communities who wish to bring to the attention of broadband providers an opportunity to provide a better service in an existing poorly served area can use the data.

The report and data files are available to download, below. The data is in Excel spreadsheet format and suitable for importing into geographic mapping software (GIS Software). The data is accurate and checked as far as possible. SEEDA cannot accept any liabilities that arise with using the data.

GIS software will allow viewing of the data from a county level and down to individual six-digit postcode level. SEEDA encourages those with an interest to use the raw data in the spreadsheets to supplement any separate research that they may be doing. ADSL Broadband Speeds:

To produce an interactive map, the relevant Excel file needs to be importing into geographic mapping software (GIS). This will enable those such as local authorities to utilise their GIS departments who will have the knowledge and experience to produce a broadband speed map. We encourage manipulation of the data by those with the tools and knowledge for publication on the internet in forms (e.g. Google maps) that will help their cause.

The table below will aid interpretation of the key mapping data.
