When will SEEDA be issuing an invitation to apply for grant funding for the second phase of implementation?

Can support by Business Link be included as match-funding considering that it is a SEEDA funded service?
Yes any support in-kind by Business Links can be considered to be match-funding.

In appendix B will the list of support be a) confirmation of their role in the partnership (item 3) or b) their leverage commitment?
The purpose of the declaration of collaboration form is to provide written evidence of commitment from the partners involved in the bid. It establishes the level of support (either financial or in-kind). Examples could include that they are a founding member of the partnership and will attend formal board meetings; providing support by offering infrastructure such as office space; acting as a channel to market; access to equipment or resources etc.

Is it possible to add 'subject to contract' after 'provide the following support' in the declaration in Appendix B?
The signed declaration of collaboration form can be amended to read 'subject to contract' after 'provide the following support'.

There appears to be an indication that a name for the partnership can be included but is this possible given that we cannot create a brand?
SEEDA recognises that the partnership and/or team will need to have an identify but for the purposes of the grant application we suggest that the zone description is used ie Berkshire & Basingstoke or West Surrey & North East Hampshire.

Can the wording on the two forms (Section F & Appendix B: Declaration of Collaboration) be put together where a partner has to sign both forms?
Only the lead partner bidding on behalf of the partnership is required to sign both Section F (the declaration) and the Declaration of Collaboration form (Appendix B). All other partners involved in the partnership should complete and sign a separate Declaration of Collaboration form as provided in Appendix B of the grant application form.

If I want to get in touch with potential partnerships, how do I get involved?
SEEDA does not know at this stage which partners will be leading bids, however we recommend you get in touch with either people involved in delivering the existing business support programmes or the economic/sub-regional partnerships for the relevant area.

Were there any learning points from Phase I which it would be useful to share with Phase II applicants to help us strengthen our proposals and avoid any pitfalls?
As detailed in the Invitation to Apply for Grant Funding document, SEEDA will be evaluating the applications against the published criteria. The learning points from Phase I are as follows:
- What the differences will be between now and the future
- How the IGT will demonstrate leadership on Innovation and Growth at a sub-regional level.
- How the IGT will collaborate with the other IGTs across the region to deliver a regional as well as local programme.

'Understanding Finance for Business' is a product to be delivered in part by IGTs. What assumptions should we make about how much, if any, of this product Finance South East will be funded by SEEDA to deliver from 09 and whether we will be able to draw on this resource? Specifically - will FSE be funded to provide investment readiness advice to individual businesses or should we make provision to do this from the IGT grant?
FSE is expected to be funded by SEEDA to work closely with the IGT that leads on Investment Readiness to ensure a consistency of approach to evaluating draft business plans, CPD for funding advisers in the IGTs, content and presenters for funding landscape workshops, regular funding landscape updates and to provide expert investment panels for practice pitches. FSE will not be funded by SEEDA to provide investment readiness advice to individual businesses. This should be provided by the IGTs either from within their own teams or partnership or procuring the specialist support in from a third party.

The target of 250 businesses – is that to be achieved each year or is it a total for 3 years?
The intention is for at least 250 discrete businesses to have been intensively assisted by each IGT over a three year period. However for every business that is intensively assisted it is expected that another two will be engaged in a less intensive way in the network / community of innovation and as such will be benefiting from the activities of the IGT. So over a three year period some 750 (250 intensive and 500 less intensive) businesses would acknowledge that they had been involved with the IGT - which is an average of 250 discrete businesses per year. Those bidders that are invited to proceed to the business planning stage will be at that point expected to submit a stock and flows model to present a forecast of the numbers of each client category they expect to engage with each year.

Will anyone be supporting the regional pool of mentors which the Enterprise Hubs have been able to draw on in the past (Merlin) or will the teams have to develop their own mentor pool?
West Surrey and North East Hants will be working with FSE to maintain the regional pool of mentors - but the IGTs will be expected to manage the local relationships with mentors to keep them interested and active in the local community of innovation. IGTs will also manage the formal engagements between mentors and clients and the payment of travel expenses associated with these mentor engagements.

When awarding contracts the partnership is asked to comply with SEEDA’s procurement guidelines. Can you make a copy of these available to us please?
PROCUREMENT POLICY FOR CONTRACTED THIRD PARTIES
The South East England Development Agency (SEEDA) is a Non-Departmental Public Body (NDPB) and has a duty to follow the public sector principles of openness, fairness, transparency and competition when procuring goods, services and works. To ensure these principles are adhered to and best value for money is achieved, the following guidelines should be followed by organisations receiving a grant from SEEDA.
- A minimum of 3 written quotes must be obtained for purchases over £10,000 and these must be retained on file for possible future audit. Contract files should be made available to SEEDA on request.
- Local suppliers/labour should be sourced where possible.
- Preference should be given to suppliers who can demonstrate environmental management systems and/or the use of renewable/sustainable resources.
- Health and Safety practices/certification of the supplier should be considered (ie; risk assessment, safe systems of work etc.)
- Financial stability of suppliers must be assessed fully prior to awarding the contract.
- All contracts should have a written contract in place between the organisation and sub-contracted party.
NB; Continuous improvement in value for money should be sought throughout the life of a contract through effective monitoring and control.

Can a partner also be a sub-contractor to the partnership? If yes, are there any circumstances in which the partner could be appointed as a sub-contractor without going through an open procurement process?
The question that needs to be addressed by your partnership is rather how the "partner" fits into your proposed corporate governance structure. From a good corporate governance perspective the partnership should have a formal constitution in place that deals with partnership operation issues such as conflicts of interest etc and that would allow them to handle this question. A partner would be expected to be bringing something of value to the IGT to the table and what this is would need to be clearly articulated and committed to. Outside of this they may wish to offer to supply a service to the IGT - which should be procured using best practice processes appropriate to the value of the contract, compliance with BSSP etc.

Do all core team posts (whether employed, seconded or contracted) need to be externally advertised? Would it be acceptable to second staff from a partner’s organisation without going through an external recruitment process?
This is not a question that SEEDA can advise on as it relates to the local HR circumstance with regard to TUPE etc. However SEEDA would expect accountable bodies to follow best practice on HR matters - e.g. clearly defined job descriptions and role requirements and people specifications and formal and transparent recruitment processes.

Could we have details of what Leads Phase I bidders have been awarded?
The following lead role activities in the second phase are under consideration as highlighted on page 23 of the Invitation to apply for grant funding document:

As part of the transition arrangements, some of the Innovation and Growth team partnerships that were successful in the first phase have been given 'caretaker' roles until the second phase is in place. The roles have been allocated as follows:
